The paper is very relevant for the special issue, especially taking into account that a companion paper has been published before in a similar special issue.
The fact that an infrastructure is created is very relevant. I recommend somewhere in the paper how this infrastructure can be accessed by researchers from outside Russia, ex. if there are cooperation programmes of any kind. For European infrastructures there are programms.
I agree with reviewer #1 that the references list is dominated by Russian publications. Therefore I recommend including other publications as well. Not necessarily the book publication, because it is hard to find the specific pages one refers to in a whole book. But it would be helpful to compare to European initiatives, ex. if there is something similar at JRC Ispra (or not).
